Analysis: Mexico's Pena Nieto to focus first on clean government

MEXICO CITY (Reuters) - Enrique Pena Nieto cast himself as an economic reformer to win the Mexican presidency but, after facing accusations of vote-rigging, his immediate focus is likely to be tackling his party's reputation for corruption.

Pena Nieto is set to take office in December after the electoral tribunal on Thursday threw out a bid by leftist rival Andres Manuel Lopez Obrador to annul the July 1 election.

Nevertheless, the vote-buying and money-laundering claims and a series of street protests tainted Pena Nieto's victory and likely will color early legislative efforts by his Institutional Revolutionary Party, or PRI, which fell short of a majority in Congress and will need opposition support to pass laws.

The telegenic Pena Nieto, 46, is likely to bide his time on promoting tricky economic reforms until he is firmly installed, focusing first on showing a commitment to clean government and seeing next year's budget through Congress.

The job of ringing the bell for economic change in the new Congress, which begins on Saturday, is likely to fall first to outgoing President Felipe Calderon, who officials say will throw his weight behind a new drive to overhaul antiquated labor laws.

Calderon's past efforts to win congressional backing for economic reforms were blocked by the PRI for tactical reasons in opposition but since the party won the presidency campaigning in favor of very similar measures, labor reform has a fair chance of approval before Pena Nieto takes office on December 1.

Mindful that tough economic reforms will face opposition and that it does not have a majority, the PRI has signaled it will first seek deals on measures to reduce corruption, boost governmental transparency and oversee ties between the media and elected officials.

"These three reforms will be a priority for us," Manuel Anorve, a senior incoming PRI congressman told Reuters.

Establishing stronger curbs against abuses of political power and imposing tighter controls on election advertising are at the heart of the proposed measures.

Although the electoral court ruled Lopez Obrador had failed to prove that Pena Nieto's centrist PRI broke the law, critics say the election campaign at the very least showed there is still not a level playing field, and that the winner was helped by a cozy relationship with Mexico's top broadcaster, Televisa.

FAMILIAR ALLEGATIONS

By concentrating on political reform at the outset, Pena Nieto will try to blunt accusations long leveled against the PRI but it means his once-vaunted tax and energy reforms will probably take a back seat until after his new administration draws up the 2013 budget in late December.

The PRI governed Mexico for 71 consecutive years until 2000, a rule that was beset by allegations of graft, dirty tricks, collusion with the media and a hard line against dissent.

Lopez Obrador tapped into those memories in this year's election campaign, raising pressure on Pena Nieto to show he is serious about leaving the PRI's checkered past behind.

Shady dealings continue to haunt the party as federal prosecutors said this week an order had been issued for the arrest of Tomas Yarrington, a fugitive former PRI state governor suspected of working with drug cartels.

The smear of criminality helped fuel street protests during the election campaign. They ate into Pena Nieto's once-huge opinion poll lead and denied him a majority in Congress.

That was a blow to his planned reforms to the labor market, the tax system and state oil monopoly Pemex, which he hopes will help boost economic growth to about six percent a year.

Top PRI lawmakers were hopeful there would be consensus on the economic reforms by the time Pena Nieto took office but they have been more guarded since the election. Though he won by 6.5 percentage points, a clear victory, it was less than expected.

Pena Nieto plans to allow more private investment in Pemex, long a symbol of Mexican self-sufficiency, and soften labor regulations. He is also expected to review extending a sales tax to food and medicine, a measure the PRI has blocked in the past because it is seen as raising the tax burden on the poor.

The timeline for those reforms has been pushed back due to steadfast opposition to any sweeping changes from left-wing parties and even some wariness from leftists inside the PRI.

DEMONSTRATIONS AHEAD?

To press hard on Pemex and tax changes immediately would risk saddling Pena Nieto with a "permanent social protest" in office, said Roy Campos of polling firm Consulta Mitofsky.

Demonstrations may dog the new president regardless after Lopez Obrador said on Friday he would not accept the electoral tribunal's ruling, and called for a big rally on September 9.

Given the simmering tensions, only an overhaul of the labor laws appears a possibility this year - led by Calderon and his conservative National Action Party, or PAN.

A government official told Reuters that Calderon would likely present the new Congress with a proposed labor reform to be voted on before December. The prospects for a deal look good.

The PRI has been at pains to strike a conciliatory note with the PAN and leftist parties since the election.

Manlio Fabio Beltrones, the PRI leader in the lower house, has repeatedly stressed his party's desire to broker deals.

"This is a plural house of Congress and deals will be made within that plurality here," Beltrones said this week.

Early in August, he said the PRI's first initiatives in Congress would be to create an anti-corruption authority and extend the powers of an existing transparency watchdog.

Soon afterwards the PRI said it also would draw up guidelines to regulate the sale of media advertising to public office holders under independent supervision.

That plan appears designed to temper accusations that Pena Nieto owed his rise to the top to Televisa, which provided a stream of favorable coverage for him while he was a state governor between 2005 and 2011 and during the election campaign.

But with parties eager for good relations with broadcasters, overhauling media laws may take more time than the PRI's efforts to create a stronger framework to tackle corruption.

Long a byword for graft, the PRI is hoping the clean governance drive will not be lost on voters.

"They're trying to take these issues away from the (protesters) on the street," Campos said.

Bush said a real leader would accept responsibility for his own policies.

Bush told the GOP convention Thursday night that his brother is a man of integrity, courage and honor.

The former president is a convention no-show. Republicans aired a short tribute video to George W. Bush, but they have barely mentioned him.

Polls show many voters still blame George W. Bush for the nation's sputtering economy. Democrats have tried to tie GOP presidential nominee Mitt Romney to Bush, charging that Romney would restore many of the former president's policies if elected.

Jeb Bush left office in 2007 and remains influential in Florida and GOP politics.

This has been quite the week for LeAnn Rimes. After celebrating her 30th birthday Tuesday and promptly checking into rehab the next day, the country crooner filed a lawsuit Thursday against two women who allegedly "secretly" recorded one of her telephone conversations.

Perhaps this had something to do with Rimes' "stress and anxiety" issues.

Eddie Cibrian's wife filed the lawsuit in Los Angeles Superior Court against Kimberly and Lexi Smiley and other individuals (whose names she has yet to uncover), for invasion of privacy, claiming they have orchestrated a "campaign of harassment" against her since she began dating her "Good Deeds" star hubby.?

According to the complaint, Rimes alleges that the individuals secretly recorded a private telephone conversation without her knowledge or consent and then "conspired to spitefully ensure that out of context excepts of that recording would be disseminated to the public on various websites ... in an effort to portray Ms. Rimes in an egregious false and negative light and cause her emotional distress."?

The suit states Rimes has put up with their "campaign of harassment in the hope they would tire of posting false and defamatory statements," but the "outrageous conduct" has only been escalating and Rimes "can no longer merely hope" the behavior will stop.

Rimes said she has been the target of an "increasingly aggressive internet campaign by supporters of her husband Eddie Cibrian's first wife, 'Real Housewives of Beverly Hills' star Brandi Glanville." Rimes believes the individuals she is suing are behind this campaign which started when she began dating Cibrian.?

In Spring 2012, a friend of the defendants encouraged Rimes to talk to the Smileys in an attempt to end the negative Internet activity. Rimes spoke to them on the phone, but did not know she was being taped.?

The recording was later posted on "hate" blogs such as Celebitchy.com and CrazyDaysAndNights.com, among others. Rimes states the posting has "harmed her reputation and personal relationships and have caused her emotional distress."

Six found alive from missing Indonesia asylum boat

Six people were plucked alive from the ocean by a cargo ship and other survivors were spotted Thursday, a day after an asylum-seeker boat disappeared off the Indonesian coast with 150 people aboard.

The recovery of the survivors by the APL Bahrain, after nearly a day in the water, came after Indonesian rescuers abandoned their search.

"We have had confirmation that six survivors have been rescued by a merchant vessel," an Australian Maritime Safety Authority (AMSA) spokeswoman told AFP, adding that the distress call they received said 150 were on board.

In an update, AMSA said more survivors were spotted later in the day.

"HMAS Maitland is attempting to recover the survivors. We do not have confirmed numbers at this stage," the organisation said, adding that crews at the scene had also sighted debris.

Indonesia's National Search and Rescue Agency (Basarnas) received an alert from AMSA early Wednesday that a boat was in distress between Java and Sumatra, 220 nautical miles from the Australian territory of Christmas Island.

Basarnas sent two police rescue boats and a helicopter but found nothing and returned to base, only for AMSA to task the Bahrain, which responded to an earlier broadcast to shipping, to attend a broader search area.

The captain of the Bahrain said screams and whistles alerted his crew as it scoured the Sunda Strait in darkness.

"We were doing scheduled searching. At the last moment when I was thinking to abort, I heard some noises, and we spotted them in the water," Captain Manuel Nistorescu told the Sydney Morning Herald's website.

"I (sent) a crew to get them and it was not easy... It was dark."

He said the rescued men appeared to be in good condition, adding that they said the pump on their boat failed and the vessel began taking on water.

"They had an engine break and the water was coming, and the pump for pumping out the water was not working and the boat sinks. This is what I understand from them," he said.

Australian Home Affairs Minister Jason Clare said there were serious concerns for those still missing, who include women and children.

"We have grave fears for a lot more," he said. "Don't underestimate how hard it is to find people in the middle of the sea."

AMSA said the survivors would be taken to Merak in Indonesia for medical attention. An Indonesian rescue boat carrying doctors is steaming to the area where the boat sank.

Three merchant vessels were continuing the search alongside Australian naval vessel HMAS Maitland and two Australian P3 Orion aircraft.

Australia is facing a steady influx of asylum-seekers arriving by boat, many of whom use Indonesia as a transit hub, paying people-smugglers for passage on leaky wooden vessels after fleeing their home countries.

Canberra this month said 300 boatpeople had died en route to the country this year, with vessels being intercepted by the Australian navy on almost a daily basis.

Two weeks ago, Canberra announced its intention to transfer asylum-seekers to Nauru and Papua New Guinea in the Pacific as part of a tough new policy to deter them from making the dangerous sea voyage.

But more than 1,000 boatpeople have arrived since the policy was adopted.

"My message to them is, don't get on the boat," said Clare.

"What we've seen today is there is a real risk people will die... that people will end up at the bottom of the sea."

Medical exemptions from school vaccination requirements across states explored

ScienceDaily (Aug. 30, 2012) ? In states where medical exemptions from vaccination requirements for kindergarten students are easier to get, exemption rates are higher, potentially compromising herd immunity and posing a threat to children and others who truly should not be immunized because of underlying conditions, according to a study published in The Journal of Infectious Diseases and now available online.

Nationwide in scope, the study found inconsistency among states in standards allowing medical exemptions from school immunization requirements. The investigators concluded that medical exemptions should be monitored and continuously evaluated to ensure they are used appropriately.

In their study, Stephanie Stadlin, MPH, Robert A. Bednarczyk, PhD, and Saad B. Omer, MBBS, MPH, PhD, from the Hubert Department of Global Health at Emory University Rollins School of Public Health in Atlanta, evaluated state medical exemptions from kindergarten entry requirements over seven school years (from 2004-'05 to 2010-'11), which totaled 87,631 medical exemptions nationwide over the period studied. The researchers found that, compared to states with more stringent criteria for getting medical exemptions, states with easier requirements saw a significant increase in these exemptions. Their findings suggest that requiring more accountability of both parents and physicians for granting medical exemptions can be helpful in ensuring that these exemptions are valid and not used as an alternative to non-medical exemptions because they are easier to obtain.

"The appropriate use of medical exemptions is important to maintaining sufficient herd immunity to protect those who should not be vaccinated due to medical contra-indications," said Dr. Omer, the senior investigator of the study. "Medical providers, parents, school officials, and state health officials are responsible for ensuring that medical exemptions are actually medically indicated."

In an accompanying editorial, Daniel A Salmon, PhD, MPH, and Neal Halsey, MD, of the Johns Hopkins Bloomberg School of Public Health in Baltimore, noted that "children with valid medical exemptions need to be protected from exposure to vaccine preventable diseases by insuring high coverage rates among the rest of the population. Granting medical exemptions for invalid medical contraindications may promote unfounded vaccine safety concerns." The researchers' findings, they added, should be useful to those responsible for implementing and enforcing school immunization requirements at the state and local levels.

Third-party navigation apps still tend to fall apart when the keys are out of the ignition -- try to cut back on car use and you're often kicked over to another app with its own set of rules. Both Garmin's StreetPilot Onboard app and its Navigon equivalent are getting a much more holistic experience through respective upgrades due this fall. Android and iOS users alike can soon buy an Urban Guidance pack that factors buses, subways and other forms of public transportation into their on-foot routes. The playing field is leveling off for drivers willing to stretch their legs, too: iPhone owners with Navigon's app get the same last-mile walking directions and parking finder as their Android counterparts. StreetPilot iPhone app users are left out of this last addition, but they'll see compensation in the form of an optional Panorama View 3D mode and the Google Street View they're about to lose from Maps in iOS 6. The updated titles will still cost $30 for Navigon-only regional packs, $50 for editions with US-wide maps and $60 for all of North America, although you'll need to spend $5 more ($3 during the first two weeks) for Urban Guidance and $10 for the Panorama View 3D pack.

Morgan Freeman?s warm, gravelly, authoritative voice-over tones have become so well known that he?s the subject of more than one parody. But that hasn't deterred Warner Bros. from slotting him into the cast for Lego: The Piece Of Resistance alongside Elizabeth Banks.

21 Jump Street duo Phil Lord and Chris Miller co-wrote the script with Dan and Kevin Hageman and have been hard at work on the CG ?'toon, which features Chris Pratt as the voice of a regular Lego mini-figure who is mistaken for the fabled, powerful MasterBuilder, and who must help stop a tyrant from gluing the universe together.

Let?s say that you purchased a car for $15,000 and you are paying 4 percent interest every month for 5 years (60 months); this would mean that your monthly payment schedule would be $260. One of the things you could do is to round this payment up to the nearest hundred; so in this example, it would be $300 per month. This means that over the course of a year, you will have paid $480 extra off the cost of your loan which will once again mean less interest and a shorter loan period. In fact, in our example you will knock a huge 8 months off the time it takes you to repay your loan.

Make One Extra Payment Per Year

Now, we know that all of the ideas above are nice ideas, but for a lot of people, it might not be possible to make bi-weekly payments or round their payments up. If this is the case, you can still reduce your car loan period slightly by making just one extra payment per year. All you need to do is save up an extra monthly payment per year and you? will be able to make the extra payment.

There are a few ways you could do this. You could take money from your savings or work bonus. If you can?t do this, you could take your usual monthly payment amount and divide it by 12, then each month, save this amount and by the end of the year, you will have another full monthly payment.

Newly married gay couples face tax land mines

While most tax news in this election cycle is focusing on expiring tax cuts, what may be most revolutionary about 2012 is how many newly married same-sex couples are going to face a tax quagmire.

There are more than 130,000 married gay and lesbian couples in the United States, according to U.S. Census Bureau data. And with more states, notably New York, legalizing same-sex marriage, that number is rising.

Taxes for same-sex couples are far more complex than those for heterosexual couples because the 1996 Defense of Marriage Act (DOMA) prohibits same-sex marriages from being recognized at the federal level, while state-level tax rules vary greatly.

Filing status matters
Because of DOMA, you can't file your federal income tax returns jointly, even if you are married by state standards. If you or your partner can file as head of household instead of as a single person, you'll be able to get a greater standard deduction ? $8,700 in 2012, versus $5,950 for single status ? and better tax rates.

To qualify, you need to cover more than half the costs of the household's upkeep and have a "qualifying person" living with you ? typically a related child. In the case of a lesbian couple where one partner was the biological parent of a child and the other was a breadwinner and not related to the child, neither would qualify.

The same disparity occurs when parents are claiming dependents. A married heterosexual couple simply lists children on the joint return, and accrues tax benefits. However, for gay and lesbian couples with children, there are two problems: They can't file a joint tax return, and they may not both be legal parents of their children. (Some states allow same-sex adoptions.)

For tax purposes, that means that only the biological or legally adoptive parent would be permitted to take the exemptions for their children, the child credit and a number of other child-related benefits, including education tax breaks.

If both partners are legal parents, they have more options. In general, the higher earner should claim the dependent if possible.

Same-sex couples can expect higher health-related taxes, too. Generally, health insurance benefits are not taxable, and employers deduct the cost of health insurance from an employee's paycheck on a pre-tax basis. But for gay and lesbian couples, the benefits for the partner are taxed at the federal level as wage income.

Estate planning headaches?
Gay and lesbian couples need to make sure they have explicit estate plans and update their wills often. That's because assumptions about assets going to the surviving spouse don't hold ? and families who didn't accept the relationship may be more likely to squabble.

For those with greater wealth who may owe the estate tax (currently due on estates above $5.1 million), the big issue is that the rules allowing spouses to inherit unlimited amounts tax-free do not apply to gay and lesbian marriages because of DOMA.

The recent court decision in Windsor v. United States may change that. Edith Windsor filed suit seeking reimbursement of the $363,053 in federal estate taxes that she paid when her same-sex spouse, Thea Spyer, died and left her assets to Windsor.

In June, the U.S. District Court for the Southern District of New York ruled that Section 3 of DOMA, which limits federal benefits based on marriage to a man and a woman, was unconstitutional in that case, and that Windsor should be repaid the estate taxes plus interest. The American Civil Liberties Union has petitioned the Supreme Court to hear the case, and it is one of four DOMA cases that the Supreme Court could choose to hear.

While the case is being appealed, "some CPA firms are filing protective claims to get their clients back money," said Nanette Lee Miller, a partner at the San Francisco accounting firm Marcum, who heads the firm's new tax practice focused on nontraditional families. A protective claim would allow a taxpayer to get a refund based on a contingency, such as pending litigation, beyond the statute of limitations.

Double the filing costs?
If you live in a state that recognizes your marriage, such as New York, Massachusetts or Vermont, you'll file your state taxes as a married individual. But because the state return is calculated from the federal return, and you can't file federally as married, you'll first create a dummy federal return in which you are. Some states will want to see that dummy return, while others won't, so check your state's requirements.

"The nightmare of compliance is difficult and the cost of compliance will be at least double, and I think you face a greater risk of audit," said Ken Weissenberg, a partner at accounting firm EisnerAmper in New York who is himself in a same-sex marriage with two children.

Signing in protest
Lambda Legal, the lesbian, gay, bisexual and transgender advocacy organization, recommends that if you're legally married you should attach a declaration to your federal tax return that notes that your filing status is based solely on DOMA, and that you are not disavowing your marriage (or perjuring yourself) by not filing as married.

All these workarounds for same-sex couples would become moot if DOMA is overturned, either legislatively or by the Supreme Court. But because DOMA affects approximately 1,000 federal statutes, it's unlikely the financial complexities will go away quickly or easily.

An Inch of Gray: Monday Musings: Changes


Jack was one of the brightest kids I've ever met, and although I know it is not always the case, his stellar test scores and grades attested for that.

He was a whiz. He was a high achiever.

But he was also a cutup in class-- as much as you can be in the small, laced-up, private school environment he loved.

We didn't really witness this, because of his quiet side at home, but we'd hear from other families that entertaining "Jack Stories" were part of their dinnertime routines.

Last summer Jack and I talked about middle school, and he shared that he wanted to be seen as more than just a funny guy. His wit and charm had been there from birth, but some of his clowning around had started as a way for this extreme introvert to fit in or find an identity. He didn't think he needed that anymore. While at home, on the ball fields, and at scouts we saw a more serious Jack, at the school he loved he had been a foil, sometimes a follower, and often a clown.

Entering middle school, Jack was interested in letting his more thoughtful, serious side show. He and I talked about how hard it is to change your image, particularly when you are in the same old setting, and when people like who you are. I proposed switching Jack to a large public school. Jack lobbied hard to stay where he was, and knowing that even in his small school, middle school would be different enough and would present more growth opportunities for him, we agreed.

So on that fateful Thursday, the second day of school, we drove home and I heard how excited Jack was about the coming year. How great he thought his Math, Bible, and English classes would be. How he loved his classmates.

Then he started telling me about a funny skit he and his friend made up that day. In the left turn lane, waiting to pull into our neighborhood, I looked at him in the rear view mirror. My eyes narrowed and I said sharply, "Jack!" That one word contained a bit of exasperation, maybe some venom, and certainly a big dose of expectation. Oh to be firstborn and have to carry the weight of it all!

That one word said: "Jack, I thought you were going to rein it in this year! What about our talk? Will others ever have the chance to truly see the Jack WE KNOW AND LOVE?"

He responded immediately with his rapid-fire speech: "No Mom No! I know what you're thinking! It wasn't like that at all. It was free time. It was great. Seriously, this is going to be the BEST YEAR EVER!"

We pulled into the neighborhood, continued our conversation about the future, and I truly felt we had made the best decision for Jack. He felt so positive about his friends, his teachers, his identity. I knew it would be his chance to grow and lead and flourish!

Well, you know how this story ends, but it got me thinking today about expectations and changes.

It takes a brave, strong person to change, especially if others aren't ready for it or don't understand it.

I've already shared that Tim and I have had to adjust our expectations of one another since Jack's death. I've turned more inward, and my inward husband has become increasingly social and physically fit. My couch potato-ness has reach new heights (depths?) while he is running, rowing and playing team sports to keep sane. We have to accept this in each other.

Sometimes we are given a change of perspective, and that changes US. This isn't always comfortable to those around us.

A mom who decides to stop drinking might feel marginalized at neighborhood events. Adopting a healthier diet or lifestyle could come off as rigid or weird. You may have changed your family priorities in light of some new perspective gained, but it has left your social circle wondering "Why?"

I have heard from many people who have changed as a result of Jack's accident.

They are closer to God. They are mad at God. Some have found more motiviation in their work. Some think their jobs are meaningless. They are praying more. Hugging more. Worrying less. Spending more time with their families. Ending unheathy friendships and habits. Trying to find more meaning in this life.

When you see things in a new way, turning back to the old way is an option, but it squanders whatever wisdom has been gained. And this wisdom is usually gained at a high cost.

For example, I was an ardent meeting-goer in my previous life, but at this point there is no way I'm going to get all up in arms about the minutiae of church business or youth sports, or whatever. I mean, seriously, if it's not about LOVE or LIFE or DEATH or HEAVEN, it seems like bull to me at this point. I want to keep this eternal perspective, even though I wish I'd never been given it in the first place. I don't want to squander it. Does that make sense?

Jack was ready to make some changes, but we never really got to see how that would turn out.

Adoption has impacted me in every area possible of my life. ?It forces me to think more about how God would want it. ?It puts me through challenges everyday. ?It's changed the idea of my future. ?It's changed my family. ?But most importantly... it changed my heart. ?Adoption is what formed me into who I am today. ?It's what made me me. ?First and foremost because the Lord adopted me into His family even when I wasn't deserving of it, and now I get to be a part of His family for the rest of my life (and ever and ever and ever :)). ?If that doesn't change your life I don't know what will. ?Secondly because of how much adoption has impacted my life here on earth.

What makes me laugh the most is that I have no idea why it has impacted me so much. ?I have no idea why it's such a big thing in my life. ?I guess that's because the Lord put it in my life. ?So stay tuned... you never know what might happen in my life next related to adoption :)

Our client are looking for an experienced simulation CAE engineer to work on transmission projects from the midlands.

The Job

Core Requirements -

  • Degree qualified (Control/Mechanical/Mechatronics/Automotive )
  • Maintaining and developing strong numeracy and literacy skills
  • Experience of modelling & simulating automotive powertrain systems with respect to system performance, dynamics & control and/or fuel economy simulations
  • Experience of deriving governing equations for components and systems from first principles
  • Proficient user of Matlab/Simulink software
  • Experience of AVL Cruise, AMEsim, Dymola would be desirable

Main Activities/tasks:

  • Take the lead in forming the shape of the CAE team to support current and future driveline programmes
  • Develop and execute models of geartrain and hydraulic systems to develop and improve powertrain concepts.
  • Use simulation and analysis techniques to model behaviour from component level up
  • Support the technical assessment of current and future hybrid powertrain technologies
  • Analyse and correlate simulation data from test measurements
  • Recommend and specify design changes in order to optimise the design
  • Use of AVL Cruise for vehicle level performance prediction studies
  • Be able to prepare and present findings for project status reviews
  • Be able to work with cross functional teams to help support and innovate new designs
  • Mechanical Design: Development of detailed component models such as friction clutches , synchronizers, park pawl, gears, bearings to optimise design parameters and predict functional performance where appropriate
  • Hydraulic design: Development of hydraulic subsystem models in AMESim or Simulink to predict response and performance
  • Control System Design: Development of mechanical and hydraulic subsystem models suitable for model-in-the-loop simulation to test control software
